its either genetics or a her growth is stunted. spaying and neutering pets before they mature generally before they turn 2 years can possibly stunt growth.

oh well we got her neutered before she was fully grown but before that she was barely growing

Spaying/Neutering does not stunt growth and should be done around 6 months of age to avoid your dog going into heat and risking mammary cancer in the future..among other reasons for spaying.
Any time you have a mixed breed dog you just never know what to expect appearance wise. As long as you love her, that's all that matters.
